Emergency Relief Drive for Maui: A Donation Drive to Support the Communities Impacted by the Devastating Maui Wildfires

Emergency Relief Drive for Maui: A Donation Drive to Support the Communities Impacted by the Devastating Maui Wildfires

The recent devastation on Maui has deeply impacted the Asian American Pacific Islander community. In the immediate aftermath of this tragedy, many in our community are looking for ways to support those affected by the wildfires.

APABA and sister bars Japanese American Bar Association (JABA), Philippine America Bar Association (PABA), Asian Pacific American Women Lawyers Alliance (APAWLA), and Southern California Chinese Lawyers Association (SCCLA) have come together to kokua (help), raising money for the Hawaii Community Foundation – Maui Strong Fund to provide resources that can be deployed quickly, with a focus on rapid response and recovery for the devastating wildfires on Maui. Funding will support evolving needs, including shelter, food, financial assistance, and other services as identified by the Fund’s partners doing critical work on Maui.

Donations from members of these organizations will be matched up to a cumulative total amount of $7,300.

To qualify for a matching donation:

(1) Please make a tax-deductible donation here.

(2) Self-report and provide evidence of donation here.

APABA Denounces the United States Supreme Court Decision on Affirmative Action

APABA Denounces the United States Supreme Court Decision on Affirmative Action

Los Angeles, California - The Asian Pacific American Bar Association of Los Angeles County (APABA) expresses profound disappointment and concern regarding the recent decision by the Supreme Court of the United States in the cases of Students for Fair Admissions, Inc. v. President and Fellows of Harvard and Students for Fair Admissions, Inc. v. University of North Carolina, which held that race-conscious admissions programs violate the Equal Protection Clause of the Fourteenth Amendment.

The decision handed down by the Supreme Court undermines the decades-long pursuit of equal educational opportunities and threatens the progress made toward creating a level playing field for all students, including those in the Asian American, Native Hawaiian, and Pacific Islander (AANHPI) community. Higher education is a gateway to success and, for many AANHPIs in this country, a dream we fulfill on behalf of immigrant parents who did not have the same opportunities. This Supreme Court decision will undoubtedly create obstacles for educational institutions that have a responsibility to cultivate diverse and inclusive learning environments that reflect the rich tapestry of our country. It will also have a detrimental effect on the diversity of the legal profession, in which there continues to be an underrepresentation of minorities in leadership positions. There is ample evidence that diversity in the legal profession increases the quality of legal services and enhances client representation.

The AANHPI community is not a monolith and is composed of people from all walks of life and all ranges of income. This was emphasized in APABA’s Heritage Month event in 2022, an engaging panel discussion on race-conscious admissions, and our 2023 panel on the Deferred Action for Childhood Arrivals Act (DACA) that discussed the struggles of AANHPI DREAMers – students who receive protections under DACA. The Supreme Court decision overlooks the systemic barriers faced by all historically disadvantaged communities, including the AANHPI community.

As an organization committed to advancing justice and equality, APABA stands firmly in its commitment to equal opportunity, racial justice, diversity, and inclusion in education. APABA will continue to advocate for fair and inclusive educational opportunities that empower AANHPI students and all underrepresented communities. We call on all colleges, universities, law firms, and other institutions and organizations to remain dedicated to actively supporting initiatives that promote diversity, equity, and inclusion in education and society as a whole.

Los Angeles County, CA - The Asian Pacific American Bar Association of Los Angeles County (APABA) marked a significant milestone as it celebrated its 25th Annual Installation Gala, an event dedicated to recognizing exceptional achievements and contributions within the Asian Pacific American community while raising funds for APABA’s Public Interest Fellowship and operating expenses. The highly anticipated event, held at the Omni Los Angeles Hotel’s Water Court Plaza on June 8, 2023, brought together esteemed legal professionals, judicial and political officers, community leaders, and supporters of APABA to commemorate a quarter century of advancement, advocacy, and empowerment.

A highlight of the evening was a fireside chat with California Supreme Court Justice Kelli M. Evans, who shared her unwavering commitment to justice and insights from her remarkable career, in conversation with Los Angeles Superior Court Judge Bryant Y. Yang, the first Burmese-American judge in the United States and a former APABA president.

APABA also recognized several honorees for their exceptional leadership and tireless dedication to the Asian American Pacific Islander community. APABA’s President’s Award was presented to Manjusha P. Kulkarni, Executive Director of the AAPI Equity Alliance and Co-Founder of Stop AAPI Hate, for her leadership and advocacy in addressing and providing visibility to hate crimes against the AAPI community, particularly during and after the COVID-19 pandemic.

APABA’s Public Service Award was presented to Henry Lo, Councilmember and former Mayor of Monterey Park, for his years of work in the community and recent leadership in response to the mass shooting at the Star Dance Studio in January 2023. APABA’s Volunteer of the Year Award was presented to Jean Kim, managing partner at Stiller Kim, PC, received for his contributions to APABA’s pro bono legal clinic over the years. APABA also recognized the recipient of its 2023 Public Interest Fellowship, Mary Tran, a rising second year student at UCLA Law School, and the recipient of its ChangeLawyers 3L Scholarship, Yi Li, a rising third year student at Stanford Law School.

“We are thrilled to celebrate 25 years of APABA's invaluable contributions to the legal profession and the Asian Pacific American community,” said Erica Yen, President of APABA. “Our Annual Installation Gala serves as a reminder of the strides we have made and the work that lies ahead. We are exceptionally grateful to this year’s honorees, speakers, and volunteers who made this event a resounding success.”

Co-founder of APABA, United States District Court Judge Dolly M. Gee, administered the oath of office to APABA’s 2022-2023 Board of Governors. The 25th Annual Installation Gala also featured a vibrant networking reception, providing attendees with opportunities to connect, exchange ideas, and strengthen professional relationships. The event served as a platform to showcase the accomplishments of APABA and its members over the past quarter century, highlighting their impact on the legal landscape and broader community.
APABA remains committed to promoting diversity, fostering professional growth, and advocating for the interests of Asian Pacific American legal professionals. Through its various initiatives, programs, and events, APABA continues to empower its members and effect positive change in the legal profession.
APABA Mourns the Passing of Hon. Ronald S.W. Lew, A Trailblazer in the Legal Profession and Mentor to the AAPI Community

APABA Mourns the Passing of Hon. Ronald S.W. Lew, A Trailblazer in the Legal Profession and Mentor to the AAPI Community

Los Angeles, CA - APABA is saddened to hear the news of the passing of Senior Judge of the United States District Court Ronald S.W. Lew, and offers condolences to Judge Lew’s family, friends and colleagues. Among his many accomplishments, Judge Lew was a co-founder of the Southern California Chinese Lawyers Association (SCCLA) and was the first Chinese American appointed to the federal bench outside of Hawaii. He dedicated half of his life to serving on the bench, was a mentor and friend to many within the API legal community, and was a supporter of APABA and the National Asian Pacific American Bar Association (NAPABA).

“I feel so lucky to have known Judge Lew and to be part of the ‘Chambers family’ that he nurtured over the years,” shared former judicial extern to Judge Lew and APABA Executive Vice President Jennifer Tsao. “No one gave advice quite like Judge Lew. Always cutting straight to the point, always delivered with a dose of humor, always leading with kindness. He was such an inspiration to me, not only because of his accomplishments after starting out with humble beginnings, but because he modeled for us how to build up our community and how give back.”

APABA Board Member and Chair of the Public Appointments & Judicial Endorsement Committee Roger Hsieh notes: “Judge Lew was a trailblazer and an incredible person. He served as a role model and mentor to countless people, including those in the API legal community who would go on to become leaders and judges. Judge Lew’s legacy will continue through the many lives and careers that he helped shape.”

Judge Lew was key to the development of the Los Angeles Chinatown Service Center, the Chinese American Museum, SCCLA, NAPABA, and the National Asian Pacific American Judges Association.

Judge Lew was well-loved for his kindness, clever jokes, and devotion to his family, including his wife Mamie, his four children and his grandchildren. Judge Lew will be dearly missed by many within the APABA community and will always be remembered.

APABA Holds Unity Night Event With A DACA Panel Discussion and Applauds the UC Regents' Decision To Employ All Students Regardless of Immigration Status

APABA Holds Unity Night Event With A DACA Panel Discussion and Applauds the UC Regents' Decision To Employ All Students Regardless of Immigration Status

Los Angeles, CA – On May 17, 2023, in honor of AAPI Heritage Month, the Asian Pacific American Bar Association of Los Angeles County (APABA) held a 2023 AAPI Unity Night event with a panel discussion on the Deferred Action for Childhood Arrivals Act (DACA).

Given the Fifth Circuit's October 2022 ruling that the DACA program violated the Administrative Procedure Act, the event featured four distinguished panelists and an excellent moderator who spoke about the experiences of AAPI DACA recipients, the future of DACA, and the Opportunity for All campaign, a California-wide organizing effort led by undocumented student organizers to press the University of California system to remove barriers to employment that negatively impact undocumented students.

The panel was moderated by Professor Kathleen Kim, Associate Dean for Equity and Inclusion at Loyola Law School. Panelists included Professor Ahilan Arulanatham, Professor from Practice and Co-Director of the Center of Immigration Law and Policy at UCLA Law School; Yurie Blons, Advanced Clinical Student for Loyola Immigrant Justice Clinic (Loyola Law '23) and former DACA recipient; Ju Hong, Director of the UCLA Dream Resource Center and Host of ImmigrAsians Podcast; and Miso Jang, Program Manager at AAPI Equity Alliance.

The next day, APABA celebrated the University of California Regents' announcement regarding its intention to allow the employment of all students regardless of immigration status.

“APABA's AAPI Heritage Month event has been one of its signature events in its 25-year history and provides an opportunity for APABA members and community partners to come together to discuss critical and timely issues affecting AAPI communities,” stated Erica Yen, APABA President. "This year it was particularly timely to hear from panelists whose advocacy directly contributed to a historic decision announced the following day. APABA applauds the UC system's commitment to immigrant youth rights and equal opportunities for all."

The AAPI Unity Night Event was co-hosted by the Asian Pacific American Women Lawyers Association and supported by 13 presenting sponsors and community sponsors. It was held at Loyola Law School with catering provided by Park's Finest.

APABA Joins The Philippine American Bar Association, Filipino Lawyers of Orange County, and Thurgood Marshall Bar Association in Denouncing the Racist Treatment of Rep. Justin Jones and Rep. Justin Pearson

APABA Joins The Philippine American Bar Association, Filipino Lawyers of Orange County, and Thurgood Marshall Bar Association in Denouncing the Racist Treatment of Rep. Justin Jones and Rep. Justin Pearson

The Philippine American Bar Association, Filipino Lawyers of Orange County, and Thurgood Marshall Bar Association issued the following joint statement, which is endorsed by APABA:

We must not applaud a wrong “corrected” or fall complacent. The reinstatement of Representative Justin Jones and Representative Justin Pearson swiftly rebukes the racially motivated expulsion of two Black-Fil-Am and Black lawmakers. Three lawmakers who took action based on their aligned ideology, engaged in the same conduct of free speech. But only two were expelled. The only difference was the color of their skin. Their expulsion highlights the present-day perpetuation of institutionalized racism in this country. In 2023, we are still fighting, not only remnants of four centuries of this country’s racist past, but also overt acts of prejudice at the highest levels of contemporary politics.

We remain outraged by the blatant racism and discrimination against Rep. Jones and Rep. Pearson. We remain vigilant against all abuses of power including abuse by the Tennessee House of Representatives in voting for expulsion. We remain courageous and stand in solidarity, in the face of criticism and oppression, with the resolve of always fighting for what is right.

Gun violence is neither a political issue nor a topic for debate. But gun violence is not the issue at play now. We stand with our lawmakers, in pursuit of their own due process and equal protection under the law, so they can continue to advocate for the most vulnerable in our society, including children. We stand with The Tennessee Three, because “injustice anywhere is a threat to justice everywhere” (Rev. Dr. Martin Luther King, Jr.).

APABA Joins Los Angeles County Bar Association and Other Bar Associations in Public Comment Regarding Blue Ribbon Commission Report on the California Bar Exam

APABA Joins Los Angeles County Bar Association and Other Bar Associations in Public Comment Regarding Blue Ribbon Commission Report on the California Bar Exam

LOS ANGELES COUNTY, CA - In 2021 the State Bar formed a “Blue Ribbon Commission” on licensure. Recently, the Commission issued a final report that, among other things, (1) discusses a potential "non-exam pathway" to licensure through an internship program and (2) proposes to eliminate a number of foundational topics from the bar exam, including ethics, family law, estates/trusts, and business associations, and (3) allows out of state attorneys to be admitted to California without sitting for the California Bar Exam without reciprocity for California attorneys.

In April 2023, APABA joined the letter drafted by the Los Angeles County Bar Association and statewide bar associations in opposition to these recommendations.
APABA Adopts Code of Conduct

APABA ADOPTS CODE OF CONDUCT

LOS ANGELES COUNTY, CA - The Board of Governors of APABA recently voted to adopt a Code of Conduct. This is part of APABA's commitment to ensure that all APABA-organized and APABA-co-sponsored activities and events are spaces that promote principles of professional conduct and civility that are consistent with APABA's core values. The text of the Code of Conduct is pasted below and is also available here.

APABA Code of Conduct

The Asian Pacific American Bar Association of Los Angeles County (APABA) is a member organization of attorneys, judges and law students throughout Los Angeles County.

Its mission is to be a voice for issues of concern to the Asian/Pacific Islander American (APIA) community, foster the exchange of ideas and information, promote professional growth, provide opportunities for interactions among members, collaborate with other bar organizations, and serve the community at large in addition to the local APIA community.

To accomplish its mission successfully, it is important to the Board of Governors that APABA adopt a Code of Conduct that is consistent with its values and central to all of its activities.

Accordingly, it is a requirement that all APABA members and attendees of APABA events and APABA-co-sponsored events agree to abide by the following principles in all conduct related to APABA activities. This includes all types of communications (written or verbal) with, between, and among APABA members or event attendees, including but not limited to in-person and virtual meetings, phone calls, emails, text and internet messages, online forums, and social media.

1. Engage in professional behavior that promotes respect, care, and concern for others. APABA does not tolerate inappropriate conduct, which includes actions or statements that are hateful, harassing, demeaning, rude, insulting, or discriminatory.

2. Communicate ideas and opinions with thoughtfulness and sensitivity. APABA promotes community dialogue and healthy discussion in which contrary opinions will often be shared (and should be shared), but must be done so with professionalism and respect for a diversity of perspectives.

3. Report to the APABA Board of Governors Executive Committee (the “Executive Committee”) any conduct or actions that are contrary to this Code of Conduct. Be supportive of others and speak up to the greatest extent possible.

Reporting Inappropriate Conduct

Any APABA member or event attendee may report any alleged violation of this Code of Conduct to the Executive Committee and/or to the President, in person or at president@apaba.org. The President and/or the Executive Committee will conduct a confidential investigation of the alleged violation, unless the President or a member of the Executive Committee is alleged to have violated the Code of Conduct, in which case the remaining members of the Executive Committee will conduct the investigation. As part of the investigation, in its discretion, the President and/or members of the Executive Committee may interview the member or event attendee. Information and sources derived from the investigation are to remain confidential to the extent possible.

Censure, Suspension, or Termination of Membership

If upon investigation, the Executive Committee finds the member to have violated this Code of Conduct, the Executive Committee may, in its discretion, meet with the member to share the results of the investigation and/or express disapproval for the alleged violations of the Code of Conduct and to discuss potential remedies.

If the Executive Committee determines that censure, suspension, or expulsion from membership is required, the Executive Committee will file written charges against the member and provide at least ten days’ written notice of a proposed hearing before the Board of Governors. At the hearing, the member charged shall be given the opportunity to be heard and to present evidence in answer to such charges. A two-thirds majority vote of Board members is required to issue a formal statement of disapproval, suspend, or expel. Written notice will then be provided to the member.

Any member against whom the Board of Governors has voted to issue a formal statement of disapproval, suspension, or expulsion from membership may appeal the determination by filing a written notice with the Secretary of APABA within 60 days. In the event of an appeal, an affirmative vote of a majority of the members present at a membership meeting shall be required to override any appealed censure, suspension, or expulsion.

Additionally, APABA reserves the right to report alleged violations by any such member or event attendee to the State Bar of California and/or other State Bars or law enforcement as applicable.

APABA Statement on the Nomination of Julie Su to U.S. Secretary of Labor

APABA STATEMENT ON THE NOMINATION OF JULIE SU TO U.S. SECRETARY OF LABOR

LOS ANGELES COUNTY, CA - Asian Pacific American Bar Association of Los Angeles County (APABA) President Erica Yen issued the following statement on the nomination of Julie Su as U.S. Secretary of Labor:

"On behalf of the Asian Pacific American Bar Association of Los Angeles County, we celebrate President Biden’s historic nomination of Los Angeles County's own Ms. Julie Su to U.S. Secretary of Labor. If confirmed, she will be the first Asian American to serve in his Cabinet as a department secretary.

"Over the course of her career, Ms. Su has been passionately committed to protecting workers' rights, fighting against workplace discrimination and unfair labor practices, and driving constant improvements for the workforce -- as a civil rights attorney at Asian Americans Advancing Justice Southern California (formerly Asian Pacific American Legal Center), as California Labor Commissioner, as Secretary of California’s Labor and Workforce Development Agency, and currently as U.S. Deputy Secretary of Labor. She is more than qualified and well-prepared to lead the U.S. Department of Labor.

"APABA endorsed Ms. Su for this position in 2020. APABA also awarded her with its 2020 Trailblazer Award for her significant contributions to workers' rights and for being the first Asian American woman to serve as California Labor Secretary. Previously in 2011, APABA awarded Ms. Su with a Public Service Award to recognize her ongoing commitment to safeguarding the rights and lives of workers.
"We urge the Senate to confirm her nomination quickly, and we look forward to Ms. Su's leadership in the U.S. Department of Labor on behalf of all Americans."

APABA Joins Over 25 Legal and Civil Rights Organizations In Condemning Racist Comments by Rep. Lance Gooden

APABA JOINS OVER 25 LEGAL AND CIVIL RIGHTS ORGANIZATIONS IN CONDEMNING RACIST COMMENTS BY REPRESENTATIVE LANCE GOODEN

LOS ANGELES COUNTY, CA - APABA joins the California Asian Pacific American Bar Association (Cal-APABA), its sister bar associations, and Asian American civil rights organizations in condemning comments made by Rep. Lance Gooden (R-TX) questioning the loyalty of Rep. Judy Chu (D-CA) and suggesting to remove Rep. Chu's security clearance. Such comments are outrageous, racist, and have no place in public discourse.

Political rhetoric against the AAPI community has been used to hurt Asian communities for decades. Research by Stop AAPI Hate released in October 2022 shows that statements by political candidates and elected officials that attempt to scapegoat Asians for public health crises, economic hardships or national security concerns are repeated by perpetrators of hate incidents. As hate incidents against the AAPI community surge across the country, political representatives spewing such hate speech must be held to account.

We call on Rep. Gooden to apologize to Rep. Chu and to the AAPI community for his hateful and inflaming comments. Further, we urge the House GOP leadership to condemn Rep. Gooden's attacks on Rep. Chu and stand with the AAPI community in acknowledging that such rhetoric is hateful, unwarranted, and dangerous.

Add your voice:

Share your thoughts with Rep. Lance Gooden:

“APABA wholeheartedly condemns this horrific act of violence. Our thoughts, prayers, and sympathies are with those affected, including our own families and friends who call Monterey Park home. We are working with our partners to support the community during this traumatic time,” said Erica Yen, president of APABA. “APABA has had a close connection with Monterey Park since our founding 25 years ago. We have held our monthly pro bono volunteer legal assistance clinic at the Monterey Park Bruggemeyer Library for almost a decade – our second home for many years prior to the COVID-19 pandemic. Later this week on Saturday, January 28, 2023 from 10-12pm, we will return with renewed determination to help those in need with the re-opening of our in-person pro bono volunteer legal clinic in the Library Friends Room.”

One hundred percent (100%) of donations will go toward supporting the victims and their families.

“We are deeply saddened by the violence and loss of life in Monterey Park,” said Asit Panwala, president of Cal-APABA. “After more than two years of trauma, many Asian American families looked forward to this Lunar New Year as a time to come together in joy and celebration. But today we grieve with the families of the victims. We stand with you in love, solidarity and strength.”

“NAPABA stands shoulder to shoulder with the families and communities impacted by this tragic act on what should have been a night of joyful celebration and hopeful possibility,” said Sandra Leung, president of NAPABA. “For many of our members, Monterey Park is home – a place where they grew up, spent time with friends, or visited family. On behalf of our members across the country, NAPABA reaffirms its commitment to assisting communities affected by violence and lends our support to the victims and their families.”

“SCCLA stands united with its sister bar organizations – and the strong community of Monterey Park – in condemning this senseless act of violence,” said Nina Hong, President of SCCLA. “We grieve with the victims, their loved ones, and this wonderful city that many of us call home.
Los Angeles County, CA - Asian Pacific American Bar Association of Los Angeles County (APABA) President Arnold Lee issued the following statement on the confirmation of Julie Su as U.S. Deputy Secretary of Labor:

"On behalf of the Asian Pacific American Bar Association of Los Angeles County, we congratulate Los Angeles County's own Ms. Julie Su, Secretary of the California Labor and Workforce Development Agency, on her confirmation by the U.S. Senate as the Deputy Secretary for the U.S. Department of Labor.

"Ms. Su has been on the forefront of protecting workers' rights with a decades-long extraordinary career in fighting against workplace discrimination and unfair labor practices as California Labor Secretary, California Labor Commissioner, and as a civil rights attorney at Asian Americans Advancing Justice - Los Angeles (formerly Asian Pacific American Legal Center). She is well-prepared to help move our nation forward in the Biden-Harris Administration.

"APABA honored Ms. Su in 2011 with its Public Service Award and in 2020 with its Trailblazer Award, both for her exceptional work in standing up for workers' rights and civil rights. Ms. Su continues to blaze the trail as the first Asian American woman to serve her new position.

"We look forward to Ms. Su's leadership in the U.S. Department of Labor on behalf of all Americans."

APABA Statement on the Signing of the COVID-19 Hate Crimes Act

APABA Statement on the Signing of the COVID-19 Hate Crimes Act

Contact: Arnold Lee, arnoldlee.apaba@gmail.com

Los Angeles, CA - The Asian Pacific American Bar Association of Los Angeles County (APABA) released the following statement on the President's signing of the COVID-19 Hate Crimes Act:

"APABA applauds President Joe Biden for signing the COVID-19 Hate Crimes Act into law, a major step toward combating the ongoing racism, bigotry, and discrimination against the Asian American and Pacific Islander (AAPI) community. APABA thanks the leadership of key Senators, Representatives, and the Congressional Asian Pacific American Caucus who steered the effort in introducing and passing the legislation.

"The legislation, now law, requires the U.S. Department of Justice to expand public education on hate crime awareness, provide in-language guidance, and dedicate personnel to expedite pandemic hate crime review. It provides grant funding for state-level anti-hate crime programs. It also incorporates the Jabara-Heyer NO HATE Act on hate crime data tracking.

"As we recover from an era of deep divide in our nation, the overwhelming bipartisan support of this pivotal legislation speaks to one thing: we are united against hate. As the President said, 'Hate can be given no safe harbor in America.' APABA looks forward to seeing the law in action in the continuing efforts to heal the nation."

APABA Celebrates Asian American and Native Hawaiian/Pacific Islander Heritage Month

APABA Celebrates Asian American and Native Hawaiian/Pacific Islander Heritage Month

Contact: Arnold Lee, arnoldlee.apaba@gmail.com

Los Angeles, CA - This month, we celebrate the rich history and achievements of Asian American and Native Hawaiian/Pacific Islanders (AANHPIs). The AANHPI community embodies the vibrant diversity that is the strength of America. Its myriad contributions and successes are integral to the development of our nation and are deeply rooted in American history. This year, we celebrate historic firsts: the election of California’s Kamala Harris as Vice President of the United States, the first person of South Asian descent to hold the office; and the historic appointment of Rob Bonta as California Attorney General, the first person of Filipino descent to hold the office.

Yet, as we celebrate these successes and achievements, the AANHPI community continues to face significant challenges rooted in anti-Asian sentiment, from the Chinese Exclusion Act, to the internment of Japanese Americans during World War II, to the murder of Detroit autoworker Vincent Chin over 35 years ago, to the increase in violence against Sikh Americans following 9/11, to the current appalling rise in hate crimes and incidents against Asian Americans and Pacific Islanders (AAPIs) in California and across the nation.

APABA commends President Joe Biden's signing of the Memorandum condemning and combating racism against AAPIs in the United States and his commitment in establishing a taskforce to tackle COVID-related xenophobia in his Address to a Joint Session of Congress as major first steps in addressing this issue. We urge President Biden and our leaders to continue to work swiftly to fight discrimination against the AAPI community and further promote inclusion and equity in our communities.

As we commemorate the AANHPI Heritage Month, APABA will continue to advance justice and equity for all.

Today, a Minneapolis state jury held Derek Chauvin accountable for the death of George Floyd on all counts. Accountability is a quintessential component of equal justice under law that has not always been delivered. While the verdict today cannot bring Mr. Floyd back, as President Biden said, "This can be a giant step forward in the march toward justice in America." APABA stands with the Black community and the family of Mr. Floyd as we move toward healing and commonsense reforms to ensure justice for all.

APABA Statement on the Mass Shooting in Indianapolis

APABA Statement on the Mass Shooting in Indianapolis

CONTACT: Arnold Lee, arnoldlee.apaba@gmail.com

Los Angeles, CA - The Asian Pacific American Bar Association of Los Angeles County ("APABA") is deeply saddened by the senseless acts of violence in recent weeks, including the most recent shooting that has taken the lives of eight victims, four of which are from the Sikh community, in Indianapolis.

From the myriad cases targeting Sikh Americans since 9/11, to the Sikh temple shooting in Wisconsin in 2012, this latest attack reminds us of the painful history the Sikh community faced as targets of xenophobic violence.

Although the details are still forthcoming, APABA calls on authorities to conduct a thorough and impartial investigation into the incident. APABA expresses its heartfelt condolences to the friends, families, and the communities of the victims in this latest attack.

APABA strongly condemns the act of violence in Atlanta and the appalling and continuing rise of hate crimes against Asian Americans and Pacific Islanders (AAPIs) across our nation. Recent events continue to serve as a grim reminder that anti-Asian sentiments always lead to tragic consequences in our history, from the Chinese Exclusion Act, to the Japanese American internment in World War II, to the murder of Detroit autoworker Vincent Chin more than 35 years ago, to the deadly attack on 84-year-old Vicha Ratanapakdee in San Francisco last month, to the latest tragedy in Atlanta, and more.

APABA stands in solidarity against xenophobia, hate, and violence perpetrated on AAPIs. We continue to urge our leaders at all levels to work swiftly in combating discrimination, fostering inclusion, and promoting equity and justice in our communities.

We urge anyone who have been a victim of or witness to discrimination and harassment to report the incident to local authorities and to StopAAPIHate.

APABA Commends the Nomination of Julie Su as U.S. Deputy Labor Secretary

Los Angeles, CA - The Asian Pacific American Bar Association of Los Angeles County ("APABA") commends President Joe Biden for nominating California's own Labor Secretary Julie Su to serve as the Deputy Secretary for the U.S. Department of Labor.

Appointed as California's Labor Secretary in 2019, Secretary Su has been on the forefront of protecting workers' rights and served as California Governor Gavin Newsom's advisor on labor policy, including worker safety and protection from the COVID-19 pandemic. Before serving in her current post, Secretary Su worked as a civil rights attorney at Asian Americans Advancing Justice - Los Angeles (formerly Asian Pacific American Legal Center), the nation’s largest non-profit civil rights organization focused on issues affecting the Asian American and Pacific Islander (AAPI) community. For nearly two decades, Secretary Su has fought against workplace discrimination and unfair labor practices. Notably, Secretary Su represented 74 Thai garment workers who were forced to spend 18-hour days sewing clothes behind barbed wire at a sweatshop in El Monte in Bureerong v. Uvawas. Secretary Su received APABA’s Public Service Award in 2011 and APABA’s Trailblazer Award in 2020, both for her tremendous work in paving new laws protecting human trafficking survivors and workers' rights.

Secretary Su's appointment as Deputy Secretary for the U.S. Department of Labor will help move our nation's labor policies in the right direction.

APABA Celebrates the Historic Biden-Harris Inauguration and Applauds Early Executive Actions in Restoring Justice for Marginalized Communities

APABA Celebrates the Historic Biden-Harris Inauguration and Applauds Early Executive Actions in Restoring Justice for Marginalized Communities

CONTACT: Arnold Lee, arnoldlee.apaba@gmail.com

Los Angeles, CA - The Asian Pacific American Bar Association of Los Angeles County (“APABA”) congratulates President Joe Biden and Vice President Kamala Harris on their historic inauguration this week. In particular, APABA celebrates California's own Vice President Harris in breaking multiple ceilings as our nation's first South Asian, African American, and female Vice President.

APABA applauds the Biden-Harris Administration in advancing racial equity and supporting underserved communities on several fronts from day one, including President Biden’s Executive Orders to end unjust immigration enforcement policies, to preserve Deferred Action for Childhood Arrivals (“DACA”), and to repeal the travel ban to predominantly Muslim countries (“Muslim Ban”). APABA has consistently supported furthering fair and just policies toward immigrant communities, including awarding grants to DACA applicants and joining the National Asian Pacific American Bar Association (“NAPABA”) in filing an amicus brief with the U.S. Supreme Court opposing the Muslim Ban in the consolidated cases, Trump v. State of Hawai'i and Trump v. International Refugee Assistance Project.

“The Asian Pacific American Bar Association of Los Angeles County applauds President Biden’s initial Executive Orders to restore justice, order, and legal sensibility to our federal government’s policies toward immigrants and marginalized communities”, said Arnold Lee, President of APABA. “The Biden-Harris Administration’s policies demonstrate a prioritized commitment to racial justice and social equality that align with APABA’s mission and values.”

Statement of the Asian Pacific American Bar Association of Los Angeles County on the Attack on Our Democracy

January 6, 2021

Statement of the Asian Pacific American Bar Association of Los Angeles County on the Attack on Our Democracy

Los Angeles, CA - The Asian Pacific American Bar Association of Los Angeles County ("APABA") issued the following statement on the events surrounding the U.S. Capitol and Washington, DC during the Electoral College vote count:

"The Asian Pacific American Bar Association of Los Angeles County strongly condemns the appalling and despicable acts of violence at our nation's capital today during one of the most sacred processes of our republic: vote counting of the Electoral College for the election of the President and Vice President of the United States.

"For centuries, the United States has always been a beacon of democracy and a symbol of hope, freedom, and justice. What we witnessed today - a direct threat to the democratic process - has no place in America. It reminds us of the fragility of the very values that we hold most dear.

"Our resilient nation is built upon the rules of law. We must continue to work to protect our cherished principles and strengthen the foundation of our republic. To that end, we call on our elected leaders to publicly denounce the blatant attack on our democracy by these rioters and militants, unite our communities against tyranny, and move us forward."

[APABA Press Release] Governor Newsom Appoints Former APABA President Bryant Yang as LA Superior Court Judge

APABA APPLAUDS THE HISTORIC APPOINTMENT OF FORMER APABA PRESIDENT BRYANT YANG AS JUDGE OF THE LOS ANGELES COUNTY SUPERIOR COURT

CONTACT: Arnold Lee, arnoldlee.apaba@gmail.com

November 17, 2020, Los Angeles, CA - The Asian Pacific American Bar Association of Los Angeles County (APABA) celebrates the historic appointment of Bryant Yang as Judge of the Los Angeles County Superior Court. Yang is the first Burmese American judge in the United States.

Judge Yang joined the APABA Board of Governors in 2009 and served as its President in 2016, and is currently actively involved on its Advisory Board. His experience in the legal field includes a wide range of civil and criminal work at both the state and federal levels. Most recently, he served as an Assistant United States Attorney with the U.S. Attorney’s Office, Central District of California. Prior to that, he handled complex criminal defense and business litigation at the law firm of Irell & Manella LLP. He has also clerked for esteemed judges on both the Ninth Circuit and Central District of California courts.

Judge Yang’s commitment to APABA has spanned well over a decade, and it is merely one of the ways he has dedicated himself to community service. On the APABA board, he has helped Asian American and Pacific Islander candidates secure appointments to the judiciary, created a Judgment Enforcement Clinic to assist litigants in collecting on judgments won in court, and established programs highlighting diverse trailblazers in the legal profession throughout the state. To name just a few of his other avenues of community involvement, he has also chaired the City of Monterey Park’s Recreation and Parks Commission, and served on the American Bar Association’s Standing Committee on Legal Aid and Indigent Defendants.

Judge Yang’s humble beginnings make his appointment by Governor Newsom all the more impressive. At the age of five, Judge Yang immigrated to the United States and had to immediately learn a new language and assimilate into a new culture. During his childhood, his parents worked as cashier and stock boy at the National Dollar Stores chain. After his father passed away, Judge Yang worked three jobs in college to finance his education and support his mother, and he continued to work part-time while attending law school. He also maintained his connection with his Burmese roots by spending several months working with Burmese refugees at the Myanmar-Thailand border. Over thirteen years ago, he established a memorial scholarship in his father’s name, and it awards funds every year to worthy San Gabriel Valley students who are immigrants or children of immigrants, to support their pursuit of higher education.

“APABA congratulates our friend Bryant on his outstanding and well-deserved appointment. Bryant’s professional qualifications more than speak for themselves, but it is his tireless commitment to the community that truly defines his character and is what endears him to our organization,” stated APABA President Christina Yang (no relation). “We are so pleased that the Governor made such a phenomenal choice for the bench. We know that Bryant will be an invaluable addition to the courts, and will ensure access to justice for all who come before him.”

APABA applauds California Governor Gavin Newsom for the momentous appointment of Judge Yang, and is thankful for the Governor’s continued commitment to diversity on the bench.

APABA is committed to supporting law school graduates who have been impacted by the rescheduling of the California Bar Exam due to the COVID-19 crisis. We recognize that the delay in the administration of the exam has caused stress, anxiety and financial turmoil for those who are dealing with the uncertainty of this important step in their legal careers. Therefore, APABA is pleased to announce the creation of the APABA Fund for Bar Study Support, which will award ten (10) scholarships in the amount of $500.00 each to recent graduates (class of 2019 or 2020) who meet certain criteria. Special consideration will be given to applicants who intend to work in a nonprofit organization or in government, particularly those serving the APA community in Los Angeles County. Click here for additional information and the very short application, which is due by September 8, 2020. Recipients will be selected and notified in September.

APABA's Call to Action

Call to Action

America's diversity is one of our greatest strengths, but recent tragedies remind us and the world that our country’s shameful history of discrimination and xenophobia continues to plague our communities. Even with significant progress, our nation’s work to achieve equality, respect, and unity is far from complete. The Asian Pacific American Bar Association of Los Angeles County (“APABA”) reiterates the principles set forth in its Statement of Solidarity and recommits itself in a call to action for lasting change.

2020 has brought to light multiple crises in our communities, including police brutality against Black lives, the racist attacks against Asian Pacific Americans related to the COVID-19 pandemic, and the struggles of COVID-19 containment and its significant impact on our lives. Regardless of ethnic backgrounds, APABA urges unity and change to combat the dangerous biases in our leaders, our institutions, and within our communities.

We call on our leaders to do better. At a time when deep divisions separate this country, the President’s offensive and despicable rhetoric against Asian Americans not only normalizes discrimination, but incites violence. Moreover, Norfolk City Councilmember Paul Riddick’s statement denigrating Chinese businesses is not only offensive, but is also counterproductive to the call for progress and social change. These saddening examples only scratch the surface of a widespread problem.

We also call on our institutions to do better. Law enforcement agencies and their unions must account for their “bad apples.” How these institutions, their leaders, and their rank-and-file choose to address these problems is of paramount importance to upholding the integrity of our justice system and way of life. Moreover, UCLA Law professors Stephen Bainbridge’s and Eugene Volokh’s hostile remarks undercut the very values and principles in their profession, including equity, diversity, and inclusion.

Finally, we, as members of society, call on our community to do better. The abuse against Asian Pacific Americans, such as the racist tirades against Asian Americans in Torrance and Carmel Valley, and the stabbing of an Asian American family in Texas, must never be repeated. We cannot be idle; we must not permit others around us to engage in acts of bias or intimidation with impunity. Only then can we as a country begin to heal the wounds of injustice and make real progress toward lasting change.

Anti-Asian sentiments have led to devastating consequences in our history, from the Chinese Exclusion Act, to the Japanese American internment during World War II, and the senseless murder of Detroit autoworker Vincent Chin more than 35 years ago, and more. We will not allow our country to go backwards. Xenophobia and racism against Asian Pacific Americans and all minorities must stop. The time for unity is now. The time for change is now.

APABA's Statement of Solidarity

APABA's Statement of Solidarity

In remembrance of George Floyd, Ahmaud Arbery, Breonna Taylor, and the many other Black Americans lost to individual and institutional racism in this country, APABA stands in solidarity with all those who demand accountability for the ongoing senseless killings of people of color at the hands of law enforcement who unlawfully exercise their power. This is an opportunity for our leaders to deliver justice and provide long overdue support for all who experience police brutality. As evidenced by the recent protests that have spread across the globe, the world is watching.

APABA further condemns police brutality, white supremacy, and systemic violence in all forms against communities of color. Our community will not be complicit in perpetuating racialized violence and discrimination. We as Asian Americans and as members of the Bar must be fully committed to combating anti-Blackness and racial discrimination against all communities of color in our daily lives and in our society.

Finally, at a time of great unrest and violence, APABA reiterates the need for peaceful protest and accountability. As an inclusive bar association founded to embody the ideals of social justice, self-empowerment, and community service, we strongly urge our members to take concrete action to speak out, lend your support, and get involved in our Los Angeles community and beyond.
The event featured five distinguished panelists who spoke on the impact of the policies of the Trump Administration on APA and other minority communities. Moderated by Annette Wong, attorney at Cox, Castle & Nicholson, the panelists were Laboni Hoq, Litigation Director of Asian Americans Advancing Justice-Los Angeles; Dr. Sue Kim, Assistant Professor of Clinical Preventative Medicine at USC’s Keck School of Medicine; Cori Racela, Senior Attorney on Western Center on Law and Poverty’s Health Team; Gowri Ramachandran, Professor at Southwestern Law School; and Adrienna Wong, staff attorney at ACLU So-Cal, Advocacy Department.

(PRESS RELEASE) APABA STRONGLY CONDEMNS THE RECENT RISE OF ANTI-IMMIGRANT ENFORCEMENT POLICIES BY THE CURRENT ADMINISTRATION

Los Angeles, CA, May 15, 2017 - In light of the current administration’s priorities, which in the first 100 days appear to target our immigrant communities, we at APABA feel it is important to make a clear statement denouncing any and all anti-immigration enforcement policies that directly contravene our mission of inclusiveness. As we did with President Trump’s executive orders that targeted Muslim immigrants, we similarly condemn any attempts by the federal government to intimidate and instill fear in our immigrant communities, including the recent arrests of undocumented immigrants by the U.S. Immigration and Customs Enforcement (ICE) in courthouses in California and nationwide. These targeted arrests have also been reported in other public locations such as public schools, and county health and social services facilities.

We believe these new enforcement policies, in particular, have had and will continue to reap a detrimental effect on our communities. As noted by California Supreme Court Chief Justice Tani Cantil-Sakauye, “[o]ur courthouses serve as a vital forum for ensuring access to justice and protecting public safety. Courthouses should not be used as bait in the necessary enforcement of our country’s immigrant laws.” She further opined that, as a result of such courthouse arrests, “both documented and undocumented immigrants will no longer cooperate with state and local law-enforcement agencies; crimes or civil wrongs will go unreported and communities will live in fear.” Courts in New York City, Boston, Denver, and other U.S. cities have cited similar consequences of recent courthouse enforcement actions.

APABA believes that anti-immigration policies undermine our judicial system, which is supposed to serve and protect the poor, abused and vulnerable. Instead, these policies discourage immigrants from reporting crimes and serving as witnesses in crimes against them. Furthermore, we are deeply concerned that immigrants will not go to public agencies to apply for vital social services and healthcare and other necessary assistance for which they are eligible out of general fear of immigration authorities.

The consequences of the new administrations’ anti-immigration policies directly conflict with Congress’ efforts to protect immigrant crime victims. Laws such as the Violence Against Women’s Act and the Victims of Trafficking and Violence Prevention Act encourage immigrants to come forward and assist law enforcement with prosecuting criminals who have victimized them. They are less likely to do so now in light of the increase in courthouse enforcement actions and other anti-immigrant policies.

APABA encourages our members to take an active part in building community dialogue and rejecting any policies or conduct that promote fear-mongering and discrimination. In furtherance of our commitment to engage our communities through civic education, outreach, and activism, APABA conducted a series of Know Your Rights Immigration Town Halls in Los Angeles and Orange counties in February and March 2017. We recently joined the National Asian Pacific American Bar Association (NAPABA) in a public statement, expressing concerns about ICE’s practices at courthouses. The statement can be read here. APABA also joined NAPABA’s amicus brief to the U.S. Court of Appeals for the Fourth and Ninth Circuits to support a preliminary injunction of the revised Executive Order barring individuals from six Muslim-majority countries from entering the U.S. The appellate courts will hear the cases later this month. Information about the amicus briefs can be found here.

To commemorate Asian Pacific American Heritage Month, we invite community members to participate in our “100 Days Later: APA Perspectives on the Trump Administration” event to be held on May 18, 2017 where we will review the impact of the first 100 days of the new administration, and how each of us can bring about positive change in our local community. APABA remains steadfast in our mission to confront discrimination and promote inclusivity through mobilizing our community with outreach programs and education efforts.

APABA Responds to OCBA's 2017 President's Page

The Asian Pacific American Bar Association of Los Angeles County’s (APABA-LA) members, like those of OCBA, are diverse attorneys who have a vast range of backgrounds, from families who helped build this nation in its nascent days to first-generation immigrants. APABA-LA strongly condemns the inflammatory language in Mr. Baroni’s column suggesting that America is under “unprecedented attack” by immigrants.

Regardless of our origins, we attorneys have all sworn an oath to support the Constitution, including the principles of equal protection and free speech. Yet Mr. Baroni appears to advocate equal protection and free speech only for those who voice uncritical nationalism. The Constitution protects dissent and those who are in the minority, whether they are minorities based on race, immigration status, or viewpoint.

As such, attorneys have a responsibility to guard against the wielding of laws to silence communities, and erase the experiences of immigrants, Native Americans, and other minorities. Attorneys have a responsibility to protect the rights of those who seek equal protection from law enforcement. We are disappointed that Mr. Baroni seems to encourage otherwise.

OCBA’s Vision Statement says: “We will demand inclusivity, charity, and relevancy by and for our members . . . .” APABA-LA encourages Mr. Baroni to honor OCBA’s Vision Statement, and ensure that OCBA stands for inclusivity and equal protection for all of its members and those community members who rely on OCBA’s services.

Los Angeles, CA, January 17, 2017 – In response to the recent presidential election, we the Directors of the Asian Pacific American Bar Association of Los Angeles County (APABA) wish to reaffirm our organization’s purpose and values to our members, the Asian American and Pacific Islander communities in Los Angeles County, and the greater legal community.

APABA was founded on the principles of social justice, self-empowerment, and community service. To these principles we remain more committed than ever. In light of the 2016 presidential election, today some in our communities face social, economic and legal uncertainties. APABA will use all resources at its disposal to educate, assist and empower those who are affected. APABA members are immigrants and the children of immigrants. We must stand together now against injustice and discrimination on the basis of race, color, national origin, gender, gender identity, sexual orientation, disability or religion. We urge our elected officials to condemn inflammatory language and fear-mongering and reject discriminatory policies.

In the coming months, APABA will engage the community through education, outreach and activism. Starting in January, we will hold a series of four town halls to discuss possible changes in immigration laws and their impact and march in Women’s March - LA. We will also continue to hold clinics, sponsor continuing education courses, and plan community events in the spirit of APABA’s founding principles. To our members we urge you to participate in the planning of these events and volunteer in pro bono efforts. To our sister organizations and community partners we look forward to working with you so we can collectively engage the broadest possible audience.

In closing, we recall Justice Frank Murphy’s dissent in Korematsu v. United States that “All residents of this nation are kin in some way by blood or culture to a foreign land. Yet they are primarily and necessarily a part of the new and distinct civilization of the United States. They must, accordingly, be treated at all times as the heirs of the American experiment, and as entitled to all the rights and freedoms guaranteed by the Constitution.”

# # #

The Asian Pacific American Bar Association of Los Angeles County is a nonpartisan member organization comprised of attorneys, judges and law students throughout Los Angeles County. It is a voice for issues of concern to the Asian Pacific American community. APABA provides legal education and assistance to underserved communities and sponsors programs in professional development, community education and law student mentorship.

APABA Condemns Use of Term “Anchor Babies”

*** PRESS RELEASE ***

FOR IMMEDIATE RELEASE
CONTACT: Nisha Vyas
E-MAIL: nisha.vyas@gmail.com

Los Angeles, CA, August 29, 2015 – The Asian Pacific American Bar Association of Los Angeles County (APABA) condemns the use of the derogatory term “anchor babies” by lawmakers and those who seek public office. Whether directed toward Asian Pacific Americans, Latinos, or any other ethnic group, the use of this demeaning term is deeply disrespectful to immigrants and natural born United States citizens alike, and harmful to any productive civic conversation about citizenship and immigration reform.

“We need a constructive debate about immigration that acknowledges and honors the immeasurable and crucial contributions that immigrants have made to our shared American history and culture. Offensive terms have no place in that debate," said Judy Suwatanapongched, APABA’s President.

APABA opposes any attempt to roll back settled constitutional law on immigration and citizenship that has helped make this country great. In fact, Asian Pacific Americans played a pivotal role in deciding and settling this issue. In the case United States v. Wong Kim Ark, the Supreme Court ruled that a man born in San Francisco must be recognized as a citizen, despite the fact that his parents had emigrated from China and were excluded by federal law from becoming United States citizens themselves. The United States Supreme Court confirmed the constitutionally-enshrined right to birthright citizenship, stating that that the 14th Amendment of our Constitution “affirms the ancient and fundamental rule of citizenship by birth.”

Instead of inflammatory race-based rhetoric and fear-mongering, APABA urges American leaders to discuss productive ways in which we can make our immigration system more fair, just and inclusive.

The Asian Pacific American Bar Association of Los Angeles County is a nonpartisan member organization comprised of attorneys, judges and law students throughout Los Angeles County. It is a voice for issues of concern to the Asian Pacific American community. Lee’s appointment to the California State Bar Board of Trustees. Mr. Lee will be sworn in at the State Bar's Annual Meeting this October and will serve a three-year term.

Mr. Lee is Senior Counsel with the United States Securities and Exchange Commission’s Enforcement Division and Financial Reporting and Audit Task Force in Los Angeles, specializing in securities litigation, regulation, and enforcement. He is also a member of the Commission's Diversity Council, which is charged with creating and implementing strategies to increase diversity throughout the agency.

Mr. Lee is actively involved in bar and bar association activities. He currently serves on APABA’s Public Appointments & Judicial Endorsements Committee and previously served on the State Bar of California's Commission on Judicial Nominees Evaluation (“JNE”), including one year as chair of the commission. “We cannot think of a more qualified candidate to serve on the Board of Trustees. Jason will surely bring the same enthusiasm and dedication to this position that he has to our committee,” said Christina Yang, Co-Chair of APABA’s Public Appointments and Judicial Endorsements Committee. “We were so happy to have him recently rejoin us after finishing his JNE term, and we are currently working closely together on establishing an APABA judicial pipeline project, meant to identity potential judicial candidates of Asian descent, and to support these candidates in the application and vetting process.”

Mr. Lee has also served as a board member of the Asian American Bar Association of the Greater Bay Area and co-chair of its Judiciary Committee, and on the pro bono lawyer panel for Asian Americans Advancing Justice - Asian Law Caucus as lead counsel on a number of immigration matters. Mr. Lee earned a Bachelor of Arts in Economics from the University of California, Los Angeles, a Juris Doctor from Santa Clara University School of Law, and a Master of Laws, with distinction, in Securities and Financial Regulations from Georgetown University Law Center.

The State Bar’s governing board, the Board of Trustees, meets approximately eight times a year to consider organizational, policy and professional issue. The State Bar Board of Trustees consists of nineteen members: five attorney members appointed by the Supreme Court; six attorney members elected from the six State Bar Districts; two attorney members appointed by the Legislature; and six "public" or nonlawyer members.

APABA JOINS FORCES WITH LEGAL SERVICES GROUPS TO EXPAND ACCESS TO JUSTICE IN MONTEREY PARK

*** PRESS RELEASE ***

Monterey Park, California -- A community legal clinic run by the Asian Pacific American Bar Association of Los Angeles County (APABA) will significantly expand its efforts to help Monterey Park residents through new partnerships with two legal services groups -- Asian Americans Advancing Justice - Los Angeles and Neighborhood Legal Services of Los Angeles County.

"Advancing Justice - LA and Neighborhood Legal Services have decades of experience serving low-income communities," said Deborah Yao, APABA's Executive Vice President. "We are thrilled to partner with them as our legal clinic -- the only community legal clinic in Monterey Park -- grows in size and reputation."

Advancing Justice - LA will focus on handling workers' rights cases. "This exciting partnership reflects of our respective organizations' longstanding commitment to meet the communities' varied legal needs," noted John Trang, staff attorney at Advancing Justice - LA.

With an office in the nearby city of El Monte, Neighborhood Legal Services will serve as the primary legal aid referral source for low-income clinic participants who need more extensive assistance on issues such as health and government benefits, housing, and immigration. "Nearly 80 percent of residents in Monterey Park speak a language other than English at home and 15 percent live below the poverty line," said Neal Dudovitz, Executive Director of Neighborhood Legal Services. "This new partnership allows us to improve our advocacy to reduce the effects of poverty in our communities."

APABA has provided valuable legal services to low-income residents of Los Angeles County since February 13, 2013. Every month at the Monterey Park Bruggemeyer Library, volunteer attorneys and law students give free, in-language legal information and assistance in the areas of criminal law, civil matters, employment and workplace disputes, estate planning, family law, government and health benefits, and immigration. Services are provided in Cantonese, Mandarin, Spanish, and English.

The APABA community legal clinic is held on the second Tuesday of each month from 6 p.m. to 8 p.m. at the Monterey Park Bruggemeyer Library (Friends Room upstairs), 318 Ramona Ave., Monterey Park, CA 91754. Volunteers are matched with a clinic participant and help with intake and provide information in response to myriad legal issues in the areas of family law, estate planning, criminal law, civil matters, labor & employment, government benefits, and immigration. To volunteer, please RSVP at http://apaba.org/event-1859804. If you are interested in joining our clinic planning committee and/or have any questions, please e-mail Deborah Yao at outreachapabala@gmail.com. If you cannot make it to the clinic but would be available to consult via telephone, please email us your name, telephone, and area of specialty/expertise.

Los Angeles, CA, March 3, 2014 - On February 28, 2014, the Asian Pacific American Bar Association of Los Angeles County ("APABA") celebrated its sixteenth anniversary installation dinner before a sold-out crowd at the Los Angeles Athletic Club. Hosted by Emmy-winning sports anchor, James Koh, approximately 365 attorneys, judicial officers, law students, legal professionals, and community leaders were in attendance as APABA honored retired Justice Kathryn Doi Todd, California Court of Appeal, and Commissioner Cynthia Loo, Mariposa County Superior Court, two pioneers in the Asian Pacific American legal community, with its Public Service Award. Judge Halim Dhanidina, Los Angeles County Superior Court, installed the 2013-2014 officers and board of governors of APABA at the event. APABA Public Interest Fellow, Mike Hyun Lee, also shared how APABA's 2013 Public Interest Fellowship supported his work at the UCLA Center for Labor Research and Education.

"The gala was a great success, sponsored by over thirty local law firms, bar associations, community groups, and local businesses," said Dennis Wu, APABA's President. "APABA is thrilled by this outpouring of support, and we look forward to giving back to our members and our local communities for the new year and beyond."

Congresswoman Judy Chu introduced the evening's keynote speaker, Frank Wu, Chancellor and Dean of the University of California, Hastings College of Law, whose speech on his experience with racial inequality as a youth in Detroit and the tragedy of Vincent Chin resonated with many of those in the audience. "All of us are different. There are many Asian American experiences, not a single one. Yet we also are bound together by a set of common themes," Chancellor Wu observed. "To claim our own identities, to write the scripts of our lives, not bound by stereotypes, is to realize the best of this diverse democracy. It makes good on the ideals of freedom and liberty that brought our parents and grandparents, 'strangers from a different shore,' to this new world."

Los Angeles, CA, July 25, 2013 - The Asian Pacific American Bar Association of Los Angeles County (APABA) applauds Judge Rupa Goswami's historic appointment to the Los Angeles County Superior Court. On July 12, 2013, Governor Edmund G. Brown appointed Judge Goswami to be the first South Asian woman judge in the State of California.

Judge Goswami is eminently qualified for the state judiciary. She has both an MBA from the University of Chicago and a JD from the University of California, Los Angeles. As an Assistant U.S. Attorney for the last 12 years - including separate stints as the Deputy Chief of General Crimes, and of Domestic Security and Immigration - she has prosecuted cases involving cyber-crimes, immigration, terrorism, organized crime, the sexual exploitation of children, environmental crimes, and other criminal matters. "Judge Rupa Goswami has had an exemplary career as a federal prosecutor with the United States Attorney's Office, and we are very proud of her," stated André Birotte Jr., the United States Attorney for the Central District of California. "I know that her success will continue forward, and that the people of California will be greatly enriched by her presence and performance on the bench."

"Governor Brown is making important and necessary strides to appoint well-qualified minority applicants that reflect California's rich diversity," proclaimed Michelle Sugihara, APABA President. "Judge Goswami has been a steady leader and strong presence within the Asian Pacific American community, especially for the underrepresented South Asian community." Judge Goswami was Co-President of the South Asian Bar Association of Southern California (SABA-SC) at the time of her appointment, and she had been a board member of SABA-SC and is a current member of APABA.

Before becoming a federal prosecutor, Judge Goswami clerked for the Honorable Nora Manella in the U.S. District Court, Central District of California, and the late Honorable Terence T. Evans in the Seventh Circuit Court of Appeals. "Through APABA's vetting process, we came to know Judge Goswami as an intelligent, hard-working and well-respected figure in the legal community," stated Christina Yang, Co-Chair of APABA's Public Appointments and Judicial Endorsements Committee. "Her legal acumen, public service, mentoring and community involvement are just some of the reasons why APABA enthusiastically endorsed her for appointment to the bench." A former civil litigator at Skadden Arps Slate Meagher and Flom, Judge Goswami has served as a commissioner with the Judicial Nominees Evaluation Commission, Superior Court Judge Pro Tem, teen court moderator, and adjunct professor at Loyola Law School.

Judge Halim Dhanidina, the first Muslim American judge appointed in California and a former APABA board member, applauded the appointment: "Judge Goswami is a dedicated public servant who possesses the acute intellect and calm demeanor that make her an ideal fit for the bench. As a South Asian woman, her appointment reflects the diversity of the community she serves as a bench officer, making her a role model to many - including my own daughter. The Los Angeles County Superior Court is lucky to have her."
"It is a great honor to produce 'APABA - The First 15 Years' and share with our guests the history and achievements of APABA through the voices of its founders and past presidents," said Ms. Sugihara. "We look forward to the next fifteen years as APABA continues to foster the foundational goals of community service and legal diversity that led to the creation of this wonderful pan-Asian bar association."

This year, APABA awarded its annual Public Service Award jointly to the Asian Pacific American Legal Center ("APALC") and the United States Equal Employment Opportunity Commission ("EEOC") for their representation of 69 Filipino American hospital workers in a landmark workplace discrimination lawsuit. The Filipino American nurses and other hospital workers were singled out by the hospital for enforcement of its unlawful English Only policy. The lawsuit settled for $1 million, the largest settlement for a workplace language discrimination case in the West Coast, as well as the largest for a workplace language discrimination case in the healthcare industry in the United States. The Public Service Award was presented by Congresswoman Judy Chu.

"APALC's Impact Litigation team is proud to have had the opportunity to represent such a brave group of Filipino American workers who not only successfully challenged a discriminatory English Only policy, but also stood up for their right to be treated with dignity at the workplace," stated Laboni Hoq, APALC's Litigation Director. "We hope this landmark case positively influences other employees to assert their workplace rights, and encourages employers to protect against language discrimination in their increasingly diverse workforces."

  # # #

APABA's events and activities include legal clinics, continuing legal education seminars, community forums, networking receptions, and various programs for law students, including a public interest fellowship award. APABA works closely with APAWLA, JABA, KABA, PABA, SABA, SCCLA and other minority bar associations to promote diversity on the bench and in the legal profession and to speak out on issues of importance to minority communities.
APABA Applauds Board Member Halim Dhanidina’s Historic Appointment to Los Angeles County Superior Court

PRESS RELEASE
For immediate release: June 8, 2012
Contact: Bryant Yang at bryant.yang@gmail.com

Los Angeles, CA – The Asian Pacific American Bar Association (APABA) of Los Angeles County (www.apaba.org) applauds Halim Dhanidina’s historic appointment to the Los Angeles County Superior Court. Governor Edmund G. Brown appointed Dhanidina to the state bench on May 18, 2012, making him the first Muslim American judge ever appointed in the state of California.

“Governor Brown could not have made a better appointment,” exclaimed Edmond Sung, APABA president. “Halim Dhanidina has been a tireless leader within the Asian Pacific American community for many years. He has served APABA as a Board member, co-Chair of the Public and Judicial Appointments Committee, co-Chair of the Community Service Committee, and Historian. We are going to miss his presence on the Board of Governors tremendously.” Dhanidina also served as Director for the South Asian Bar Association and regularly conducted training for the South Asian Network on domestic violence, sex crimes, and child abduction.

Dhanidina is unquestionably qualified for the state judiciary. He graduated from Pomona College and the University of California at Los Angeles School of Law. He has extensive trial experience as a Deputy District Attorney for over 14 years, trying 68 jury trials including 24 murders and seven capital cases. Because of his great reputation in the District Attorney’s Office and the defense bar, he was elevated to the Hardcore Gang Division and the Major Crimes Division. He also taught as an adjunct professor in the paralegal program at West Los Angeles College and the Glendale University College of Law, and is currently part of the adjunct faculty at Whittier Law School. Dhanidina is the recipient of countless awards: Award for Senior Service from Pomona College, Recognition for Victims’ Rights Advocacy by the Los Angeles County Board of Supervisors, Honoree for Successful Murder Prosecutions by Justice for Homicide Victims, and Award for Commitment to Community Service by the South Asian Network.

“Besides being a wonderful person with sharp intellect and impeccable temperament, APABA proudly supported Dhanidina because he exhibits a profound understanding, as a talented prosecutor, that crime cannot simply be punished,” stated Tim Laske, co-Chair of the Public and Judicial Appointments Committee. “Dhanidina has engaged APABA with numerous organizations that promote preventive measures to keep our community safe. “ Through his efforts, APABA partnered with SHADES (Stopping Hate & Delinquency by Empowering Students) and APABA’s members were able to serve as mentors and case proctors for teenage jurors in an innovative “Teen Court” program, which provides an alternative to traditional school discipline. Dhanidina similarly organized a gang intervention workshop for at-risk youth at the Asian Youth Center in the City of San Gabriel.
VOLUNTEERS NEED FOR APALC'S POLL MONITORING PROJECT

APABA is working with the Asian Pacific American Legal Center (APALC) to conduct a poll monitoring program for the June 5 primary and November 6 general elections. APALC will recruit and train volunteers who will be sent to poll sites across Los Angeles County with high numbers of Asian American voters to make sure that voters are being treated fairly and have access to language assistance, which the county is required to provide. The volunteer monitors go inside poll sites and observe whether translated materials and bilingual poll workers are available, and if problems occur, interact with poll workers to rectify them. APABA encourages members to participate in this program. Los Angeles County is implementing several new language requirements, including assistance to Cambodian, Indian and Thai American voters.

APALC will conduct a training session on Thursday, May 24 for individuals who wish to volunteer as poll monitors. Click here for more information.

APABA CONGRATULATES JUDGE JACQUELINE H. NGUYEN ON HISTORIC NOMINATION

  PRESS RELEASE

For immediate release: September 23, 2011
Contact: Christina Yang, (213) 229-5149, contactapaba@gmail.com

APABA Congratulates Judge Jacqueline H. Nguyen on Historic
Nomination to the U.S. Court of Appeals for the Ninth Circuit

Los Angeles, CA - The Asian Pacific American Bar Association (APABA) of Los Angeles County congratulates Judge Jacqueline H. Nguyen on her historic nomination to the United States Court of Appeals for the Ninth Circuit. Yesterday, President Barack Obama nominated Judge Nguyen for a seat on the Ninth Circuit, making her the first Vietnamese American and the first Asian Pacific American woman to be nominated for a federal appellate judge position.

"Judge Nguyen's nomination to the Ninth Circuit is very significant to us," said Flora Yin, APABA president. "She was a founding member of APABA and served as our second president. Her commitment to access, inclusion, and diversity, however, goes beyond APABA. She has been a member of many minority bars, including the Women Lawyer Association of Los Angeles, the Vietnamese American Bar Association of Orange County, the Korean American Bar Association, the Japanese American Bar Association, and the Southern California Chinese Lawyers Association."

Judge Nguyen has served as a United States District Judge in the Central District of California in Los Angeles since 2009. Before her current appointment, she served as a California Superior Court judge. Her life and accomplishments are distinctly American and emblematic of an immigrant family's contributions to American society. Born in Dalat, South Vietnam, Judge Nguyen fled with her family to the United States in 1975, settling in California. Her parents had to work several jobs simultaneously to support their children. Often, Judge Nguyen worked alongside them as a child. Despite this, or perhaps because of it, she graduated from Occidental College in 1987 and UCLA School of Law in 1991. She began her career as an associate at Musick, Peeler & Garrett in Los Angeles before joining the Criminal Division of the United States Attorney's Office.

"APABA is thrilled that the President has nominated Judge Nguyen to the Ninth Circuit. She has served the community for years, both on the bench and off. She will truly contribute a valuable viewpoint to the federal appellate court because of her distinctive background and experiences. We look forward to a speedy confirmation by the Senate," stated Christina Yang, APABA board member.

APABA applauds President Barack Obama for nominating Judge Nguyen to the Ninth Circuit.

  ###

The Asian Pacific American Bar Association was established in 1998 to establish a broad base of membership that is reflective of the ethnic and cultural diversity of the Asian/Pacific Islander American community in the greater Los Angeles area.
